When it comes to Urdu and Hyderabadi, there is no one to support
Hyderabad Deccan News : There was an interesting order delivered by Gujarat High court on 31 December 2011 that, Hindi is a foreign language for Gujrati farmers. A bench comprising of Justice VM Sahai and Justice AJ Desai made this observation in a case against National Highways Authority of India (NHAI) which published a notification for land acquisition in a local Gujarati newspaper in Hindi.
The bench quashed the NHAI notification observing that it is an admitted position that the language of the region where the petitioners (local villagers) live and the language used by them is Gujarati. "Hindi language used in the notification is a foreign language for them," it said, the reason to pronounce such an order was that the Honourable Judges said "If we go through the meaning of the word 'vernacular' it is clear that the meaning of the word as per the dictionary is 'the language or dialect spoken by ordinary people of the country or region," the court said in the order. "This is an admitted position that the language of the region where the petitioners are residing, the language used by them is Gujarati and Hindi language used in the notification is a foreign language for them," it observed. This is pronounced even after knowing that Hindi is our national language as per constitution of India.
We must admit that this is a bold decision and opens a window of hope for other Vernacular groups of India. Our constitution has guaranteed the human rights of every individual and group of this country so as their language and culture is also preserved. Many National and international personalities have termed India as a bouquet where there are many flowers in it which makes it more beautiful.
Our social scientists and law makers thus made it clear by providing special laws to preserve the interests, such as language, lands and culture of those groups who can not defend themselves against the invasion of their space by influential groups, it is because they may be less in number or politically and materially unmatched with others. Thus we have many tribal areas which are termed as agency areas where government makes sure that the rights of these people are neither exploited nor violated.
In this context I want to present the case of Hyderabad and Hyderabadis, though in south Hyderabad is not a typical south Indian city, you may find it an amalgamation of various cultures, which may be termed as Hyderabadi culture. Since many centuries' people from all other places are residing here, Dakhani is a dialect spoken here. You can easily identify a Hyderabadi any where in the world due to his/her typical accent and language. But unfortunately due to prejudice and a kind of political revenge Hyderabadis are most neglected people of India, same is with its language here.
The so called development and its benefits has hardly reached a Hyderabadi, they are deprived of opportunities, which is supposed to be immense in Hyderabad, you may hardly find any patronage to Hyderabadi culture, language and literature. The original Hyderabadi population is cornered and is forced to live in ghettos like localities; they are shrinking due to encroachment of their lands and livelihood. You can not raise your voice about these problems because it is now capital of Andhra Pradesh, a state where Telugu is spoken by majority. It is invaded by settlers of other regions and now they have become the face of Hyderabad. There is a need to conduct a study on local population, in which systematic data needs to be collected pertaining to their living standards such as per capita income, employment and living conditions. Once collected the data must be compared with other residents who are mainly settlers here, you may find drastic disparity. The local language which is Dakhani, a form of Urdu is negligible or no where. All the government signs are mostly in Telugu or some time even in English, buses do not care at all to display its route and timings in Urdu. There are many FM stations playing 24 hours but they also hardly care for local language.
It is time the government take concrete steps to give rightful share to Hyderabadis. If the government can do so much for tribals then why cant do it for Hyderabadis.
