U.S. Embassy and Indian Police conclude explosives-investigation training program
New Delhi December 20 : The United States Embassy in New Delhi, in partnership with the Indian Ministry of Home Affairs (MHA), on December 15 concluded a two-week seminar titled "Post-Blast Investigative Techniques." This program, the most recent in a series of counterterrorism training efforts between the U.S. and India, was conducted at a training facility in North Carolina, USA, with instructors from the U.S. Department of State's Antiterrorism Assistance (ATA) program.
Commenting on the successful training program, U.S. Charge d'Affaires A. Peter Burleigh noted, "This program is only the latest in a series of wide-ranging collaborations between counterterrorism experts in the U.S. and India. We are committed to partnering with India to share best practices in our continued struggle against terrorism, and every training course such as this one improves the ability of experts in both of our countries to prevent terrorist attacks whenever possible, and to find and convict those who would commit them."
The three-week program featured lectures, group discussions, and case studies to train participants in bomb scene investigation techniques, methods of material identification, and analysis of evidence required to recognize the perpetrator of a bombing. The final practical exercise required participants to apply the skills acquired throughout the course to an actual explosive incident scene, including collecting evidence and locating the perpetrators. ATA programs adhere to a "train-the-trainer" methodology, in which participants are encouraged to share the specialized knowledge gained from the course with other law enforcement professionals in their home agencies within India.
More than 20 Indian law enforcement officials from federal and state agencies were selected to take part in the program by the MHA's Bureau of Police Research and Development, including participants from the National Security Guards (NSG) special commando force and the National Investigation Agency (NIA). In addition, equipment worth approximately $100,000 will be given to the Government of India to allow future trainings to be replicated in India. Since 2001, more than 1,000 Indian law enforcement professionals have participated in ATA training hosted by the U.S. Department of State's Bureau of Diplomatic Security.
