a surprise check was conducted in Karimnagar Town by Anti Corruption Bureau


Hyderabad January 27/2012 (Hyderabad Deccan News) : On credible information, a surprise check was conducted in Karimnagar Town on 13-12-2011 by intercepting a TATA Victa vehicle belonging to the Officials of the Excise department and Rs.3,62,640/- was seized and a case was registered by the ACB.

Subsequently searches were conducted in 33 syndicate offices belonging to the owners of wine shops in different districts and voluminous records were seized. They were scrutinized and after elaborate analysis, scrutiny reports running to about 750 pages were prepared by 23.01.2012.

Based on the scrutiny reports, ACB promptly registered criminal cases on 25.01.2012 and took up investigation. The Scrutiny Reports have also been submitted to the concerned Courts along with the First Information Reports in the above cases.
Scrutiny reports revealed the following salient points:
• It is learnt that there are 6596 licensed wine shops/bars in the state and the syndicate offices in the above search covered about 300 licenced shops.
• Licensed owners of wine shops/bars were learnt to have formed themselves into informal associations or syndicates and that each syndicates is headed by a leader with the sole aim of making huge profits in the liquor business.
• Such associations or syndicates were learnt to have been formed with the purpose of coordinating with various enforcement agencies relating to the issues of liquor business and to ensure that there are no obstacles to their illegal acts in the form of violations of the provisions of A.P.Excise Act and Excise Rules such as
• sale of liquor over and above the MRP, opening of shops beyond the stipulated hours,
• operation of belt shops, loose sales at the shops, counters, sale of Non-Duty paid (NDP) liquor and duplicate liquor etc.
• In order to achieve the said goal, the leaders of the syndicate arranged payment of illegal money or bribe to the public servants and others on recurrent basis.
• Systematic entries have been made in the books of accounts mentioning the designations of the officials, departments and others.
• Significant amount of money was also paid on recurrent basis to the media - print and visual.
Searches are being conducted in 22 places today and they are still in progress.
