APERC to conduct public hearing on R&C measures on 11th January
Hyderabad January 08/2012 (Hyderabad Deccan News): The Govt. of A.P have adopted short term and medium term measures to provide reliable & satisfactory power supply to the industrial sector to the maximum extent possible, which paves the way for rapid industrial development of the state. Under these measures A.P. Govt. have approved the proposal of APTRANSCO and APPCC to purchase additional power for short-term i.e. from Mid January to end of May, 2012 amounting to Rs. 1083 Crs, thereby AP DISCOMs are gearing up to purchase around 1000 MW to meet the demand. Under medium-term measures from June 2012 to May, 2016, AP power utilities plan to purchase 2000 MW additional power, estimated to an amount of Rs. 6000 Crs per annum. Apart from this, in order to meet future demand for power, Govt. have specifically suggested the APGENCO to achieve maximum generation to the extent possible in the next 2 to 4 years.
Disclosing these details, Dinesh Kumar, Prl. Secretary, Energy, who is likely to review the proposed revenue neutral scheme i.e. Expensive Power Purchase Charge (EPPC) on Monday, said that, utilities have been directed to gear up to participate in the prestigious CII partnership summit-2012 scheduled from 11th to 13th of this month.
Considering the unusual growth in demand and other constraints, the power utilities may need to impose restrictions and controls to its consumers from January, 2012 to May, 2012. Keeping this in view and in this critical juncture to give relief to industrial sector to some extent, AP Power utilities have designed a revenue neutral scheme i.e. Expensive Power Purchase Charge (EPPC) scheme for the benefit of industrial sector to provide reliable and quality power, to avoid loss of production which benefits the industry and its workers.
The proposed Restriction & Control (R&C) measures by DISCOMs will be discussed during the public hearing on 11th January by APERC at conference hall, Singareni Bhavan, Red Hills, Hyderabad. DISCOMs are right now proposed additional power purchase for the willing industrial consumers who opt to purchase additional quantum of power through bilateral agreement with DISCOMs at no loss no profit basis. APDISCOMs will arrange for procurement of expensive power from the market for the required quantum. In case of further requirement after procurement of expensive power from the market, the balance will be arranged through usage of R-LNG gas-based IPPs present in the state.
It is pertinent to mention here that under a similar power supply constraint situation, states like Maharashtra and Tamil Nadu opted for a short term power purchase program where expensive power was purchased for willing HT industrial consumers and the corresponding costs were collected from those consumers, said Dinesh Kumar and appealed to industrial sector to make use of this opportunity to avail continuous supply. Ajay Jain, CMD/APTRANSCO has requested all CMDs of DISCOMs to instruct the SEs to conduct meetings with industrialists and obtain their consent regarding willingness for opting scheme.
AP Power utilities have also taken up Feeder Segregation Project (FSP) scheme on pilot basis, in order to provide three-phase satisfactory power supply and to encourage the medium & small scale industries in rural areas and to reduce the urban - rural areas disparities. This project involves erecting a parallel rural distribution network feeders to segregate existing Mixed Rural Feeders. FSP is one of the long-term programmes to benefit the state in a big way. This project is meant for overall rural economic development thereby creating employment in rural areas. As per the scientific study of the Energy Dept., Govt. of A.P., this project requires massive capital expenditure of about Rs.3014 Crores said, Prl. Secretary.
APGENCO MD, K. Vijayanand informed that, APGENCO, the third largest power generating utility in the country, fulfilling the needs of 57% electricity requirements of the State, is going to add an additional 3210 MW in the coming 2 years, out of which 2800 MW is coal based, 410 MW is of Hydel based. With the above steps, Govt. of AP is planning to supply adequate power to all sectors in near future, informed Principal Secretary.
