AP plans to implement special scheme for Industries to maintain supply
Hyderabad, December 20 (Hyderabad Deccan News): On the occasion of 8th Annual National Energy conservation week and state awards function organized by Energy Conservation Mission (ECM) Institution of Engineers & NREDCAP, the Chief Guest, A. Chandra Sekhara Reddy, Member Secretary/Energy Co-ordination Cell, Energy Dept., Govt. of A.P. in his key note address said that, in order to face the challenge of unprecedented increase in demand for power to some extent, the Energy Dept, Govt. of A.P. is strongly determined to adopt Energy Conservation (EC) measures in a big way. To achieve this goal, the Govt. is also contemplating to constitute campaign committees at State and District level on energy conservation to motivate the general public/consumers.
The power utilities are making all out efforts to provide satisfactory power supply to the consumers and invested Rs. 1950 Crores just for last 8 months, towards purchase of expensive power from outside.
He further added that power supply position has become a major challenge and even in the Khariff month of October, 2011, the energy requirement was recorded an all time high 288 MU as against the energy requirement of 277 MU during rabi month of March, 2011.
Though the installed capacity reached 15768 MW as against 7503 MW prior reforms and T&D loss reduced to 17.05% as against 37.1% in the last decade, still we are unable to meet power requirement due to many reasons like
• Unprecedented increase in power demand.
• Shortage of coal & natural gas.
• Dry spell & reduced inflows into Hydel reservoirs
• Environmental problems
• Availability of transmission corridor and financial constraints
All these factors put together created severe shortage for power and forced power utilities to impose power restrictions/power cuts, though it is very painful to the utilities also, he said.
To ensure adequate power supply, the Govt. is undertaking all measures to increase the energy availability in the State. Even in this critical juncture, Govt. is making all out efforts to minimize the inconvenience to the public and safeguard the interest of all categories of consumers and in this regard the AP power utilities have Proposed Expensive Power Purchase Charge (EPPC) Scheme for industrial consumers, which is under consideration by APERC. This scheme which is more advantageous to the industrial sector would be applicable only during January to May, 2012. The expensive power charges will be applicable for those industries who opt to draw power over and above the power restrictions imposed by DISCOMs and that too during above said months. By implementing this scheme, the productivity level and economic activity will be maintained constantly and loss of employment can be also be avoided, he added.
Explaining various steps initiated by Govt. of India also, Chandra Sekhara Reddy said that industries have to adopt Perform Achieve & Trade (PAT) mechanism to enhance energy efficiency among the designated consumers wherein energy conservation certificates (ECCs) which can be traded to create competitive spirit towards energy conservation. Energy saved by way of utilization of Renewable Energy Sources shall also be made eligible for receiving the energy conservation certificates.
The Energy Conservation Committee, which has submitted its report to the Govt. of A.P. very recently, assessed that the total energy saving of 15,105 MU, worth of Rs. 4,751 Crores can be achieved per annum in the State with aggressive and effective implementation of all energy conservation measures.
Immediately after receiving this report, the Dinesh Kumar, Principal Secretary, Energy has formed small group of officers to study the impact of recommendations made by ECC for taking further necessary action. Energy Conservation Committee appealed general public on behalf of power utilities to take up energy conservation in a mission mode and make it a grand success for the benefit of self and state, he added.
In his special address, Chandan Mitra, IFS, MD/NREDCAP emphasized the need for energy conservation and requested to reduce greenhouse gas emissions and explained various activities taken up by NREDCAP in brief. He appreciated the efforts made by the Energy Conservation Mission, Institution Of Engineers (India-AP chapter) and the officials of NREDCAP in bringing awareness regarding energy conservation among the public and congratulated the winners of Govt. awards for best energy conservation performance in various sectors, and also winners of Essay competitions.
